Dr. Rolf Alter is an economist and the leader of the Philanthropy.Insight project at the Maecenata Stiftung. His research interests include institutional and regulatory reform, productivity, innovation, results-based budgeting, transparency, integrity, philanthropy and the civil society perspective of public governance.
He worked as a Director in Public Governance for the OECD in Paris for over 25 years and previously for the International Monetary Fund (IMF) in Washington, for the German finance ministry in Bonn and as a member of the advisory board for Global Risk Reports at the World Economic Forum. Alter is a Senior Fellow at the Hertie School in Berlin.
Alter completed his PHD at the University of Göttingen und received an honorary doctorate from the Hungarian National University in 2013. In 2016, he received the O.P. Dwivedi Award from the International Association of Schools and Institutes of Administration (IASIA) for his outstanding contribution to public management and policy.
