At the 76th Anglo-German Königswinter conference, held in Manchester on 18th and 19th June for the first time, I had the honour of chairing a session on ‘Defending without bullets – Strengthening Societal Resilience and Public Support for Preparedness’. The delegates in-cluded politicians, government officials, media, and business and civil society representati-ves, and concentrated on the what and the how and unanimously upheld that “people to people” is relevant in times of crises as much as it is in fair weather.
